Here's another design I created a while ago that I wish to share.

NAME = Inque

SECRET IDENTITY = ????

SPECIES = Metahuman
UNIQUENESS = Unique Hero
CLASS = Mercenary
PERSONALITY = Tricky

SIZE/HEIGHT = Medium / 5

LIFE = 5

MOVE = 6
RANGE = 2
ATTACK = 5
DEFENSE = 5

POINTS = 190

Shadow Power
While on a shadow tile, Inque cannot be targeted by any attack that requires clear sight.

Liquid Form 11
Inque may move through all figures and never takes leaving engagement attacks. If Inque is attacked by an opponent's figure with a normal attack and at least 1 skull is rolled, you may roll the 20-sided die. If you roll 1-10, roll defense dice normally, if you roll 11 or higher Inque takes no damage.

Shape Stretch 15
Instead of her normal move, Inque may use Shape Stretch. Shape Stretch has a move of 3. When counting spaces for Shape Stretch, ignore elevations. Inque may stretch over water without stopping, stretch over figures without becoming engaged and stretch over obstacles such as ruins. Inque may not stretch more than 15 levels up or down with a single stretch. When Inque starts to stretch, she will not take any leaving engagement attacks.

Do you know how the custom figure was made?

You are off to a good start and I'd love to see a card made for that character. I think you will need to lower the survivability though, 11+ D20 dodge with 5 Def & 5 Life is really good.

Only custom to the figure is a white mark painted on the face. Other then that the figure is as shown. I could definitely consider increase d20 to maybe a 13 or something.

With its nomination for the next round, I'd like to bring up the Smoke Pellet Utility Glyph and the problem I have with it. Namely: do we really need to give Batman TWO chances to dodge attacks? Shadow Strike alone makes Bats hard to kill; SS and Smoke Pellet would make him ridiculous. I see a couple ways around this. One:

There isn't any double-stacking already. If you can't be targeted, you can't be attacked for Shadow Strike or Evasive Strike to take effect.

What Tb was indicating is with Smoke Pellet, you're targeted and get to roll to dodge an attack, but if you fail, you still get to roll for Shadow Strike and possibly dodge the attack. So, like TB said, it is potentially two chances to avoid being attacked...potentially a way to make him underpriced.

Not that I fully agree with TB, I do understand what he is referring to. First you try smoke pellets and if that fails, then you try shadow/evasive strike and if that fails you use normal defense.
Personally though I like the smoke pellets and think the restriction of once per round is sufficient. It's no more powerful then weakening specific figures from Kryptonite Gauntlets, or bonus movement from Bat-Grapple/Police Scanner or even a ranged attack from the Bat Shurikens. In fact it can be used as a weakness as you must cluster your forces together to get the most use out of it. This will leave your figures open to attack from area weapons (which may not even require a visible hit zone). On top of that Visible Hit Zone are not used for adjacent figures, leaving this glyph useless against such brawlers.

I'd rather test with no restrictions and then put restrictions on if testing shows they're needed.
