Heroes of Middle Earth Voting This thread is created for the purpose of housing all proposals and votes posted in regards to the HoME. Here follow the rules of voting in the Heroes of Middle Earth Project. 1. Any vote taken must meet the following criteria to pass: a) At least fifty percent (50%) of all members must vote Yea or Nay. b) At least seventy percent (70%) of all votes cast must be Yea for the vote to pass. 2. A member wishing to call a vote must indicate so by stating their wishes in the following format: I propose that _____. 3. Once the proposal is put forth, a period of forty-eight hours, or two days, is given for the vote to take place, starting from the time the proposal was made. 4. Only a single proposal may be made in the Voting Thread at a time, and only one may be active in the Voting Thread at a time, to avoid confusing votes. All votes shall be indexed in this post, to be updated weekly, and shall include the date upon which the proposal was made, the username of the proposing member, the purpose of the proposal, the amount of members that voted, and the amount of Yea or Nay votes. I propose that an Executive Review Board (henceforth, “the ERB”) be created. The ERB will be composed of 3 members. The ERB will bear the primary responsibility for:
How the ERB Will Determine the Direction of the Project The ERB will decide, with input and approval by the membership, what area of Tolkien's work to focus on next. The ERB will come to a loose idea of how to focus on that work--by appearance in the work, by importance, etc. The ERB will put together a rough list of characters they want the Membership to design based on the decisions made in the previous step. No general vote is required. The ERB may or may not vote on their list. The Membership will then brainstorm on ideas for each character from the list and move them into the process, one by one. How the ERB Will Plan Releases The ERB, in conjunction with anything laid out in the Mission Statement or decisions made by the Membership as a whole, will plan how to release designs that are completed or are nearing completion. The ERB welcomes input from the Membership to inform these decisions, whether it be a suggestion for moving a design from one release to a different release, or calling a release a different name, most anything. Once the ERB reaches a layout that they like, they put it to a vote amongst themselves to confirm it. The ERB may or may not put the overall Wave layout to a general vote. If they do this and their layout is turned down, they will take suggestions from the membership on how to improve it. How the ERB Will Be Elected If this motion passes, there will immediately follow a vote for ERB members over the course of the following 48 hours. There will be a suspension of the normal voting rules to allow the ERB election. During the 48-hour election "season," members may cast a vote for up to 3 people (in a single post). Voting takes place in the normal voting thread. At the end of the 48 hours votes will be tallied and the top 3 vote-getters will be appointed to the ERB. In the case of there not being only 3 clear top vote-getters (e.g., a tie for third place, or 4-way tie for first place), there will be a 24-hour re-voting with only the top vote-getters eligible to be voted for in the re-vote (i.e., the top 3 vote-getters and those tied with the 3rd highest vote-getter). If that fails to satisfactorily identify only 3 top vote-getters, keep repeating this step of eliminating the bottom vote-getters and doing 24-hour re-votes until 3 ERB members are identified. How an ERB Member is Removed An ERB member remains an ERB member until 1) he/she steps down; 2) no longer meets HoME membership requirements; or 3) is removed by a motion that is passed by at least either a) all but 3 HoME members, or b) 70% of membership, whichever is less. Such an ERB member removal motion cannot be vetoed by the ERB. ERB vacancies created by the above criteria result in an automatic election to fill the vacancy. Normal voting rules are suspended to allow for the special ERB election and it proceeds as follows. During the 48-hour election "season," members may cast a vote (in a single post) for up to the number of vacancies available. The number of vacancies available is however many are needed to bring the ERB back up to 3 members. Voting takes place in the normal voting thread. Because of the suspension of normal voting rules, it can happen concurrently with another pending vote. At the end of the 48 hours votes will be tallied and the top "X" (X=number of vacancies) vote-getters will be will be appointed to the ERB. In the case of there not being only "X" clear top vote-getters (e.g., a tie for X-th place), there will be a 24-hour re-voting with only the top vote-getters eligible to be voted for in the re-vote (i.e., the top X vote-getters and those tied with the X-th highest vote-getter). If that fails to satisfactorily identify only X top vote-getters, keep repeating this step of eliminating the bottom vote-getters and doing 24-hour re-votes until X new ERB members are identified. ERB Member Eligibility Only HoME members are eligible to be members of the HoME ERB. During ERB elections, any votes cast for people who are not members of HoME are ignored. Sorry all, I haven't been very active lately. In any case, I think that the veto part is a bit irrelevant, as I don't ever see a situation where the ERB would deviate from the main group's decisions while still keeping their support... in any case, the leadership role is certainly relevant, anything to lessen the chaos of discussion we've had so far.
I vote Yea to the ERB proposal. |
