That's a really weird one in terms of how it's worded. Like you and I have discussed before, pretty much any "place" power seems to involve breaking engagements per Heroscape rules, so, yeah, if the intent is for him not to take swipes from the defending figure, it would need language like that in there.
C3G can be played with official Heroscape, but it's not recommended.
