I think this is what the wording needs to be then:

SPINNING FLAME SHELL SPECIAL MOVE
Move 8.
Gamera can only use this ability once per round. Gamera gains Flying and Stealth. After moving, roll 1 damage die against each figure that Gamera passed over.

I worry that if we have it like this, it reads like only the Flying and Stealth is once per round.

He can’t really pass over a figure without it, but he could still use the 8 Move.
C3G can be played with official Heroscape, but it's not recommended.

Looks like some unresolved discussion going on here.
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.
