Weird that I didn't get the first mention.

I find it odd that the cancellation aspect doesn't affect a Human Captain Marvel that doesn't have that special power. As is, you could reveal an OM on Billy roll a 6 or lower and negate all the Shared Powers of Shazam but yet he still gets to use his powers from the same source with no issue. Which brings up Black Adam. This also excludes him and his powers are from the same source. Should we include them both in the negation aspect? It otherwise looks pretty good though.

SHARED POWER OF SHAZAM!
Immediately after revealing an Order Marker on the card of any figure you control that is a Human Captain Marvel or that has this special power, before taking a turn, you must roll the 20-sided die once for all cards you control with this special power. If you roll 6 or lower, that figure cannot use any special powers this turn. If you roll 7 or higher, you may instead take a turn with any figure you control that is a Human Captain Marvel or that has this special power.

I believe in the original design, the intent was a reference to Billy and Mary essentially genetically sharing the power. The update is intended to reflect Billy's intentional sharing/splitting of his power with Freddy, and also thematically leave it open for the sharing with Tawny, Darla, Eugene, and Pedro sometime down the line.

So the issue isn't that the Wizard doesn't have enough power to go around, it is more of a literal dividing of the power given to Billy (which is actual a rather tremendous amount as some comics have pointed out). Modern times, everyone in the Shazamily gets their power from Billy, not the Wizard. Olden times only Freddy did, but Mary was a weird genetic split case.

TLDR: Black Adam and Billy are working from different reservoirs. This power is because Billy shares his and Adam doesn't.

Adam shares his with Osiris and in at least one iteration, with Isis.

Yeah I think he shares with both of them in 52. But that's just one arc. I don't know that Isis was otherwise around that much.
