Honestly, the only price point I don't think you can fill is 0... except maybe if you make it a unit with a drafting restriction?

I could see Hobbit being zero points since he can only be summoned by Kelvin and dies when Kelvin dies. I guess splitting up the cost nets two lower cost Heroes.
