The Book of Statesman

The figure used for this unit is a Heroclix figure from the City of Heroes set. Its model number and name are #COH04 / Statesman W/Cape. _________________________________________________________________ Character Bio - Statesman served alongside Lord Recluse (Stefan Richter) in World War I under his real name Marcus Cole. They traveled together after the war attempting to cure himself of a possibly fatal exposure to mustard gas. The two stole a scroll containing the location of the fabled Fountain of Zeus, which they believed would offer him a cure. They discovered the fountain in Greece and drank from it. Not only did the fountain offer a cure for the exposure to mustard gas, but it gave both of them superhuman powers. While at the fountain, they opened the lid to Pandora’s Box, which caused a dramatic increase in the number of superhumans worldwide and is responsible for their proliferation to this day. Marcus sold many of the island’s treasures and built up a small fortune in Europe before returning to the United States in Paragon City. In order to avenge the death of his brother and step father, Marcus became the first costumed superhero and named himself Statesman. _________________________________________________________________ -Rulings and Clarifications-

SECRET IDENTITY = MARCUS COLE SPECIES = INCARNATE UNIQUENESS = UNIQUE HERO CLASS = CHAMPION PERSONALITY = UNYIELDING SIZE/HEIGHT = MEDIUM 5 LIFE = 6 MOVE = 6 RANGE = 1 ATTACK = 6 DEFENSE = 7 POINTS = 350 FREEDOM PHALANX After revealing an Order Marker on the card of another figure that has this special power and taking that figure's turn, you may take a turn with Statesman, during which he cannot move normally. You may not take any additional turns. TANKER If a non-adjacent figure you control within 3 spaces of Statesman would receive one or more wounds from a normal attack, you may move Statesman adjacent to the defending figure. If you do, and the defending figure has the Freedom Phalanx special power, instead of placing Wound Markers on the defending figure's card, you may place one Wound Marker on this card. HAMMER OF JUSTICE SPECIAL ATTACK Range Special. Attack 5. Before attacking, you may move Statesman up to 2 spaces. All figures adjacent to Statesman are affected by this special attack. Roll attack dice once for all affected figures. After attacking with this special attack, if you rolled 1 or more skulls, place each affected figure on any empty space within 2 spaces of its original placement, during which they do not take leaving engagement attacks. Power rundown ;
FREEDOM PHALANX - Same as Positron and Manticore. TANKER - I want to rework this power to be a taunt. I had him with Heroic Duty for a bit, but didn't like that he couldn't cover his teammates from someone punching them. Statesman should be the guy fist fighting The Hulk so his teammates don't have to. Tanker is his class in-game, so the name is a nod to that. Something similar to Deadpool's Wisecrack or AoA Sabretooth's Protective Instinct would be cool. Open to ideas! HAMMER OF JUSTICE - Big AoE attack around Statesman. Going to put a once per round on it. The idea is that you move figures with Hammer of Justice, to get them into place for a Neutron Bomb from Positron. |

Been busy at work so haven't given Statesman too much thought since posting him, but how's this? It's pretty influenced by Superboy's Titan Protector, but with Statesman able to move himself instead of moving the targeted figure.
I liked him getting a defense boost with multiple figures nearby, so if there's room for it I'd like to squeeze it in. If not, no worries. It felt less important than him covering his mates. Quote:

It's a cool idea, but might be a little tricky to use alongside Hammer of Justice - that'd give you one power where you want him near all your guys and one power where you don't.

Yeah, it feels like there's a pretty innate push/pull of Statesman wanting to defend his allies, or wanting to disrupt with Hammer of Justice. I'd be cool with needing to know when you need to protect people with Tanker vs. going in. Might be a tough balance to land though.
Giving Hammer a once per round makes me think his flow would be something like (Hammer of Justice to setup a Neutron Bomb > Posi/Manticore get attacked > Statesman flies to them to protect them for the rest of the round while they throw out attacks) but that's also a pretty perfect scenario. |

I'm down with hammer dropping to just adjacent figures. Like you said, the flowchart would be tough to pull off most of the time.
Maybe swapping the movement and the wound placement? So something like Quote:

As it's written right now he would take a massive hit from Godzilla and only take one wound. He also didn't have to move either to take the wound. I feel like it is a little over powered. This is what I have to suggest, open it up to figures that don't have the Freedom Phalanx special power and just take one of those wounds. Sometimes one wound is all you need. I added non-adjacent as well, but if you would like it to work for adjacent figures that works too.
