He doesn't bond with them, but he can revive them via their Necromancy power. That was taken into consideration during his design, and will be tested in playtesting. My hope is that he is fun with the skeletons, but not so strong that he can't be priced to be worthwhile as a standalone hero.

Yes, that's the intention. With a 125 point price tag and no bonding we figured it was within the same power level as Maekor or any of the Whirlwind Assaulting monks.
