Map: CONFLICT CHERNOBYL
Units: TMNT and Splinter (1000) vs Shredder, Bebop, Rocksteady, Foot Clan Elite (1000)
Unit Summary: Two Temporal Anomalies were placed, one on the road by each of the corners of the ruins. A Medical Bay was placed on grass height next to the bush on either side of the map. So two of each resource was placed in all. Leo had great attacks (all hits two to three times) and the Foot Clan Elite failed all five attempts to resurrect. This resulted in a bit of a landslide towards the turtles, though they definitely leveraged the Temporal Anomaly better here. The Medical Bay was countered, at a risk, but initiative went in favor of the Turtles and they never paid the cost for taking that risk.
Game Summary

Initiative Foot. They begin advancing in bunches. Michelangelo cowabungas his way onto one of the Temporal Anomalies. Rocksteady takes the other Temporal Anomaly and Bebop heads towards one Medical Bay. A Foot Ninja jumps on the other Medical Bay and Shredder advances. Leo advances and Turtle Powers Raphael, who grabs height and attacks down on Shredder for 1 wound. Rocksteady moves towards the enemy start zone. Bebop moves to the middle of the map and shoots Leo for one wound. A Foot Clan Elite advances and Shredder takes height next to the Foot Clan Elite on the Medical Bay. Leo and Donnie advance. Leo engages Shredder out of fear of the Medical Bay healing him and fails an attack from disadvantage (a better d20 would’ve given him 4 more hits). Donnie fails his trip and fails to hit Bebop. Shredder’s medical treatment is denied.
Initiative Turtles. Donnie puts a second wound on Shredder. Leo gets all skulls with two swords and takes out Shredder from height disadvantage. Donnie can’t trip Bebop, but wounds him once. Raph can’t hit a Foot Clan Elite. Shredder had OM1. Leo hits Bebop for a wound and Raph takes out a Foot Clan Elite. Shredder had OM2. Rocksteady shoots Splinter for 3 wounds and Bebop hits Leo for 1 wound. The Foot defeat an Elite Clan member in hopes of placing it further up the map.
No Foot Clan Elite come back. Initiative Foot. Rocksteady would defeat Splinter, but Splinter instead avoids the attack thanks to Mikey’s Temporal Anomaly. Bebop punches Leo for 2 wounds. Leo’s two swords become one for all hits and puts 2 wounds on Bebop. Turtle Power brings Donnie and Raph into the mix. Donnie would defeat Bebop, but Bebop is too dumb to fall. He stumbles down a level instead and Raph can’t finish Bebop. Foot Clan Elite advance. One attacks Mikey, who blocks. The other is a couple spaces short of being able to get to the other Temporal Anomaly to protect Bebop. Leo finishes Bebop. Raph grabs the other Temporal Anomaly and takes out a Foot Clan Elite.
No Foot Clan Elite come back. Initiative Turtles. Leo takes out the last Foot Clan Elite. Donnie’s dice are great and Rocksteady’s are terrible, and Rocksteady takes 3 quick wounds from a Bo Staff. Raph moves over and gets in 2 wounds when Rocksteady whiffs. Rocksteady takes out Splinter. Leo attacks Rocksteady but can’t hit. Raph attacks twice and hits for one wound. Rocksteady attacks Donnie twice but only gets in one wound each time.
Three Foot Clan Elite come back. Initiative Turtles. Rocksteady takes a wound, stumbles to a lower level, then Leo finishes him. Donnie and Raph each take out a Foot Clan Elite. Mikey can’t finish the last one, who puts two wounds on Raph.
Initiative Foot. The last Foot Clan Elite puts one more wound on Raph, then Leo takes him out.

Units: Wasp, Iron Man, Thor, Captain America (1000) vs Green Arrow, Green Lantern (Hal JL), Flash (Barry JL), Black Canary (1000)
Unit Summary: I used the same map set up again. God of Thunderstrike countered the Temporal Anomaly in time to finish Flash, who regretted not making better use of Medical Bays. Later a Temporal Anomaly saved Black Canary.
Game Summary

Initiative Justice League. Flash pushes Black Canary forward then zooms up and takes out a tree that was blocking sight lines. Canary has Green Arrow advance. Cap advances towards the closest Temporal Anomaly. Flash pushes Black Canary towards one Temporal Anomaly and then zooms to squat on the other, close to Cap. Green Arrow flies up the map towards Flash and Cap. Iron Man and Thor both fly and fail to hit Flash with ranged attacks. Flash moves over and pushes Iron Man down a level. Green Lantern takes the Temporal Anomaly Flash was on and then one-shots Iron Man from height (Iron Man gets 1 shield on 7 defense – I rerolled this three times and got the same result, so it was clearly a fixed point in time). Iron Man had OM3.
Initiative Justice League. Flash pushes Cap down into the water. Black Canary uses a marker to go into the fray, closer to the action. Green Lantern can’t hit Cap from height. Green Arrow uses a marker, takes height, and snipes a whiffing Cap for 2 wounds. Cap climbs back up and punches Flash for 3 wounds. Flash moves Canary and she uses a second marker to go into the fray and get into screaming range. Green Lantern fails to hit Cap. Thor attacks Green Lantern and would one-shot him, but his will is too strong. Flash pushes Thor down into water. Canary goes Into the Fray and fails an attack from height on Thor. Green Lantern smacks Thor for 2 wounds. Green Arrow can’t hit Cap. Thor takes a swipe and then calls down the Thunder, finishing Flash (Temporal Anomaly only avoids attacks) and putting 2 wounds on Canary. She fails both scream attempts.
Initiative Justice League. Green Lantern hits Thor for a fourth and fifth wound. Green Arrow fails to follow up with any more wounds on Thor. Cap throws his shield, missing Green Arrow from height disadvantage, hitting Canary for 2 wounds, which would defeat her, but Green Lantern uses the Temporal Anomaly to go back in time instead, and then hitting Green Lantern for 2 wounds, inspiring Canary to scream and hit Thor for 1 wound and steal OM3. Canary uses her last marker to back up onto a Medical Bay but takes 1 wound on her way. Green Lantern puts the seventh wound on Thor. Green Arrow uses his last marker but can’t finish Thor from height. Thor punches out Green Lantern and Canary misses her cry. Canary heals 1 wound.
Initiative Avengers. Cap moves up but can’t hit anyone with his shield. Green Arrow can’t hit Cap. Thor takes out Canary, whose cry misses both attempts. Green Arrow can’t hit anyone for the rest of the round and Cap can’t hit Green Arrow either.
Initiative Green Arrow. He can’t hit Thor. Cap one-shots Green Arrow to end it.

UNIT SUMMARY: I’m happy with how these play and the ranks on each of them. The Temporal Anomaly can have a powerful effect for sure and should be carefully placed for balance, but being able to go right at the figure on it is somewhat of a counter. The Medical Bay has plenty of counterplay to stop it from being overpowered. Figures like Flash that can get anywhere at about any time are going to be in position to take better advantage of resources than slower, plodding figures.

Should it be just from attacks or would just ignoring wounds better? Like let it be used such that if they would be destroyed by any means they ignore any wounds and are not defeated.

It should be just from attacks. That's how I tested it and having counterplay is a healthy thing here, IMO.
