I don't really have a problem with this, but I thought I'd address it since it had been brought up before on one of my write-ups:

This card (indirectly) references VDO rules, which are (technically) optional. Again I only bring it up because someone fussed when I gave a write-up the ability to add to a VDO's move because they weren't sure how they felt about an 'official' card referencing an 'optional' rule.

It really doesn't affect gameplay if you're not using them though, so I guess this is just an interesting footnote.

Because it is an "if" condition, as you said, it doesn't affect gameplay if you are not using those optional rules. But it will make a difference if you are.

That said, come to think of it, is this line needed?

If the destructible object was a vehicle, place all figures that occupied the vehicle on spaces previously occupied by the removed vehicle.

Isn't that the default response when figures are in a vehicle and the vehicle is destroyed?

In which case, we shouldn't have to over-explain and should probably just cut that line from the card. Otherwise we set a precedent for having the burden of explaining such things in the power ... which we shouldn't do.

From the rules:

If a vehicle receives enough wounds to be destroyed, after removing it from
the battlefield, place all figures that were on top of the destroyed vehicle on
spaces previously occupied by the destroyed vehicle. Figures moved when
the vehicle is destroyed never take any leaving engagement attacks but will
receive any falling damage that may apply. Then place all figures that occupied
the destroyed vehicle on spaces previously occupied by the destroyed vehicle.
Roll one attack die. If you roll a skull, each figure that previously occupied
the destroyed vehicle receives one wound. If a figure that was occupying a
destroyed vehicle cannot be placed on a legal space or spaces, that figure is
immediately destroyed.
