His mask has infrared and X-Ray vision and it's a beam, so my thinking was that he should be able to use the beam without clear sight.

This passes to Final Editing.

The no clear sight is a valid question as he can then hit targets like J'onn and Sue that I'm not sure if he was tested against. Also he can technically shoot through walls without that there.
