Can people who fly, swing, etc. go over the gap with no tile? The space between the Road tile and the Swap tile.

Typically no. Just imagine a barrier around the edge of the map that extends infinitely upward and cannot be crossed.

Last question for this map can speedsters phase through the walls? I know you can't fly or jump over them but The Flash can phase thought them right?

Not unless they're destructible objects with a size designation (in which case they'd be treated as figures). Martian Manhunter can phase through them with Intangibility, though.

MAP Bio - For centuries now the sewers have been growing, a new wing here, another tunnel there. Once just a simple system of brick and stone, years of development and destruction have turned it into a navigational nightmare, one buried and forgotten deep beneath the city streets. Maintenance workers don't dare venture into these tunnels: urban legend holds that there's far worse than simple alligators hiding in the muck...
