She wasn't mutated, so to speak. Killer Frost is a part of her (something similar to a split personality) and has been since she was a little girl at the least. If I recall correctly, it was from experiments her father performed when she was a child or something like that, so I guess you could call it a "mutation" but that doesn't seem quite right, especially since the psychological component exceeds the metahuman component.
Anyhow, she certainly appeared on the show before Killer Frost outwardly manifested, and you could certainly do a Caitlin Snow civilian card that didn't represent any connection to Killer Frost. However, once Killer Frost does manifest, she's really inseparable from Caitlin (and Caitlin attempts it early on) and the story of *that* Caitlin is that she's as much Caitlin as she is Killer Frost and she moves between the two of them freely.
The version I'm doing of Caitlin Snow doesn't make sense without Killer Frost and the version of Killer Frost I'm doing doesn't make sense without Caitlin Snow, so separating them into different cards doesn't really serve the design, IMO. At that point, I'd rather just stick with the one-sided, marker version.
