He's more of an annoyance/delayer than anything. Being an Event Hero it's hard to have much turn efficiency with him. If he were a Unique Hero, he might be broken with his ability to stick around forever and remove Order Markers. Pair him with other reliable Order Marker removers/movers (like Ozy and Joker (I)), D20 manipulators, and a turn efficient army, and you could really ruin someone's day. Not bad for a low cost.
4/A- for me. C3G can be played with official Heroscape, but it's not recommended.

His cost is spot on according to my running him on the calculator. Of course I gave him no points for Power Over Light, so he's a steal in the right matches.
His first power is a pretty great shut down power, but also makes him a huge target, so you want to bring him both with something that protects him and with something that's more offensively efficient than him. He has a decent single attack (can usually get it to 6 from range with height and Sensory Assault) but he's just not equipped to do the bulk of the killing on his own. He doesn't have much in the way of leftbox synergies ... that have been released. But there's enough on the way that I'm confident putting him at 4/B+ C3G can be played with official Heroscape, but it's not recommended.

Doctor Light is pretty solid. Blinding Light is a useful supporting power, and his stats are pretty good for his cost. He just never really had an army to fit into until some recent unreleased synergy.

He's solid and is almost never a bad choice but isn't meta changing. 3/B for me.

Could I use Negative Speed Force to disengage and reengage with the same target multiple times, and keep hitting them? Never used this guy but his power seems less useful to me than Barry or Wally's.

Yep, that's one of the best uses for the power (the best is bouncing between two figures for 8 total attacks). And I agree with that assessment - Zoom is a solid figure but he's just outclassed by Barry at the same point cost. There are certain scenarios where Zoom's special attack is better, though.

Yeah, unless you're trying to like crowd control Civvies or something, Professor Zoom is just outclassed by Barry and Wally. Super Speed and Speed Dodge and those stats is still pretty solid, you can just get better for his cost (and his leftbox doesn't do too much for him either).

I wonder how he pairs with Red Skull II? If you can get that 8 attacks per turn, you could theoretically brutalize 2 low-level heroes in the blink of an eye.

Is brutalizing low level heroes something many armies struggle with?
