I guess I think the financial decision comes into play through the hiring of less skilled/knowledgeable graphic designers who plunk any old fog on there and don't worry about consistency with past artwork. It's cheaper to hire less qualified workers.
C3G can be played with official Heroscape, but it's not recommended.

lol, sure. Lost in the transition over to WotC no doubt. (I bet they lost the old bases too!)
