Loki definitely doesn't look scary and has never really managed to get that look down. But he's a schemer and a plotter and a manipulator and usually finds ways to get his hands on great power that lets him do terrible things.

I thought Loki did a great job of playing an arrogant, schemer, who is a little unstable. He isn't really meant to be scary or intimidating, but the horns give him more presence when he is making grandiose statements.

Its interesting to note that in the original mythology, Loki starts out as a crafty advisor to Odin; his "giant" nature only comes out later. So he is an ambivalent Trickster. You can see this in the Lionsgate animated film Tales of Asgard, which I really like.
