I like keeping it all Citizens, since that takes some teeth out of building a big Citizen army with beefy Unique Citizen Heroes down the road (though such a thing would probably still be broken).

Is there really a concern here?
What powerful Citizen is there going to be? Couldn't we just veto it when it comes up? I am pretty sure Griffin used these guys quite a bit & one of his favourite tactics was friendly fire. He would often use friendly fire when testing units. And I think these guys have had a lot of testing over the years. Are you just over thinking this? BTW I forgot Scourge of the Underworld. He was designed specifically to work with these guys & they were used in all of his playtests. A change here will mean retesting of Scourge (& maybe to a lesser extent, Billy). Maybe we just need more testing with Stan to ensure he is priced correctly when used with these guys? Stan's a chump. He won't be a problem. Meggan is the only one I can think of who might be mildly problematic.
I hate the cheese, but I realize it's pretty established at this point. CRB didn't call it an outright problem. I've largely moved on. C3G can be played with official Heroscape, but it's not recommended.

So what was the inspiration here for this design?
Reading through it I found no reference to any comic. It looks like it was created mostly for scenarios. |

Civilians at 40 points “feel” right. Grizzly shark (yeah specific, but still essentially a shark) “feels right at 120 or whatever it’s at.
That’s the difference here. If I wanted to make a generic T Rex I would shoot for 150ish, since that feels right for a big Dino. |

But it’s lunchbox. This was an attempt to create typical civilians that you could imagine in any scenario. C3G has plenty of units like that. The point most of us are raising with the dinos is that they are different from most portrayals of T-Rexes in media (lower power level, lack of any real dino-y powers/traits) but are still trying to avoid coming from a specific publisher.
