Yea. Make sure to update the cost in the SP.
C3G can be played with official Heroscape, but it's not recommended.

A couple edits:

yea

You want a "by an opponent's figure" type restriction in the moving bit of the Warbound power. Otherwise you're going to be attacking your own Gladiators with Moliods or whatnot a lot.

I think for a final vote you need a yea from all active heroes, not just 5 yeas. But maybe I'm wrong or it's changed recently?

That's for On Deck/Release votes, Final Editing only requires the 5.
