How would you do the Thunderstorm Glyph then? I really feel like she needs to be able to be more active with it to get it on the level of the other glyphs. Having to manipulate it so figures are near enough to it at the end of the round seems harder to pull off consistently (but could just be me).

I would just make it weaker - have it only effect one figure, maybe. Like roll once for every figure until you get a hit.

Seems odd to me that Fog = Shadow cause its not really dark, but I get why you are doing it that way. Naturally, you would be obscured from vision and therefore harder to wound, but it does offer some odd combos, such as with Black Panther, but that may be intentional.
Seems a little too nerfed to me, unless it is more like lightning restrike where that figure can get struck again. |

I don’t think the Shadow thing is needed, but I also get why it’s like that. We could axe it if we wanted to; Panther will still benefit from the fog either way.

I was wondering how you would make it work with Thor, not how you’d make it less effective and less appealing.

I guess I'd have to see what that looks like. That seems like an inelegant and unnecessary departure for uncertain gains. But I'm willing to be proven wrong by a written out concept.

My hangup, I guess, is that if the glyph has no passive effect beyond being a funky way to give Storm range, does it really need to be a Glyph at all? At that point it's just unnecessary hardware - Thor's power with extra steps. Just put it on her card.

Well my suggestion was to let her activate it as part of her turn. Arkham has it as a passive end of round effect, which is not at all what you're describing.
