Not sure what you mean by passing swipe. If you meant another figures movement, obviously he doesn't move on another player's turn; if you meant while he is moving, yes, he should be able to switch, but powers that would cause him to switch should also make him stop. I mean if Billy is moving out of an engagement and successfully gets hit by the leaving engagement strike, does the Shazam happen on the space he was engaged, thus possibly hurting the person he left engagement with, or does it occur on the space he is moving to?
LEAs are always considered to have happened on the space they just left from, in which they were engaged.
  • Q: When Billy Batson takes a wound due to leaving engagement, which space does his power of Shazam! activate, the space he was on before attempting to move or the space he was moving to?
  • A: "If a figure receives 1 or more wounds from a leaving engagement attack, for the sake of rules resolution, it is considered to have received the wounds while on the last space in which it was engaged with the figure that rolled the leaving engagement attack." BftU Pg 17.

Proofreading.

PDF says Billy is a Citizen and OP lists Citizen synergies, etc.

SP says he is a Civilian. Which is correct?

C3G can be played with official Heroscape, but it's not recommended.

Added a power here to maintain synergy with Civilians after we patched the squad so they're less broken. @A3n this is going to need an update
