I was really aiming for simplicity on this one. Squirtle is intended to be a decent ranged attacker who can become a deadly sniper if he's on a water space. Between Water Gun and Withdraw, he can command a large chunk of the battlefield for relatively low cost.
The only issue I have with this version of Withdraw is trying to remember if you moved a specific Squirtle. What if you're fielding 5 to 10 Squirtles in your army? Remembering which ones moved and which ones didn't move at the end of a round could get difficult.

EDIT: It should probably be renamed to "Withdraw 1", though.

Squirtle is an uncommon hero so they will all be distingished from one another. I don't see remembering which moved as being much of a problem.

The wording may not be perfect but would the idea work?

Personally I prefer attack, seeing as like White Knight said you can't attack if you are inside your shell.

Personally I prefer attack, seeing as like White Knight said you can't attack if you are inside your shell.
He has used water while in his shell.
