Spells are cast once and they're gone. The only thing it changes is whether you can effectively cast it again if some way to return played spells to your hand emerges, which doesn't presently exist.

Removing it removes the cap of affected figures, so it does change it. Makes it an even more potentially dangerous start zone bomb.

Okay, here's the present spell:

Start the game with 6 grey Stone Markers on this card. After revealing an Order Marker on this figure's card, instead of taking a turn, roll the 20-sided die once for each figure within 3 clear sight spaces of this figure that is not an Event Hero. If you roll 11 or higher, if that figure is a squad figure or a Common Hero, that figure is destroyed. If that figure is a Unique Hero, place Stone Marker on its card. A figure with a Stone Marker on its card cannot move, roll for attacks or leaving engagement attacks, or use any special powers on its Army Card, and adds 1 additional die to its defense. At the end of each round, remove all Stone Markers placed by this spell from the game. Figures with the Blind Warrior special power are not affected by Petrify.

Exactly how many words do I need to cut?

Excuse me for never having read them in their entirety yet. Some of us are still oblivious of them. Yes. that is is on me, but it is no cause to be condescending. If anything, though unthematic for the universe, I'd recommend dropping the Blind Warrior reference. It has a negligible impact on the effects of the power itself and really offers very little of a competitive buffer and adds text.

I think the cleanest option to cut more is to remove the first sentence. You'll only need more than 6 stone markers if she rolls an 11+ on 7 unique heroes (since no marker is removed when she affects squads or commons). I doubt that will be happen often if at all.

That is a fair point, though at that point I'd consider dropping markers all together and just running on a memory mechanic, as unappealing as that may be, it is just for a single round.

Looks good to me.
One thing I'm considering changing is taking off the Blind Warrior text and actually putting that on Demona's Arcane Plot. That way, the Gargoyle Universe rule that 'magic only affects you if you see and hear it' only matters for her, being from that universe, and for every spell she casts, but Doctor Strange needn't worry about that limitation when casting this. Should also eliminate Karat's concern about the name.

All of our markers have color, so we need to keep that in there. Otherwise that all looks good to me.
