200 seems like a sound ballpark to start at. You get 4 great attackers that are tricky to take down. If used well, Too Tough To Die is going to be nasty, but if the enemy plays around it, it should be fine.

I'd combine Tough and Too Tough and give them some dinosaur-y powers like Trampling and Chomping and such.

I had Dino-Bite to start but that makes 8 attacks essentially per turn with figures that cannot be destroyed immediately. I think they will be plenty good with four attacks of 6.
If they play soft, we can tweak them. Is there anyone that can teleport them? Cyborg II maybe? |

Sweet, Dinosaurs! See my Jurassic world customs if you need inspiration, as well as I have pictures of Wal-Mart and Animal Planet sets, although they change the sets regularly. Not that you should use all the powers I have on my raptor, and either a Bite or Blood Frenzy power would be fun on this Unique Squad, maybe lower attack to 5 though.

I really dislike Too Tough to Kill as a mechanic (i.e. I dislike putting markers on the bases). Setting that aside, it does seem really strong - if your opponent can't pick one off before the round starts, you're basically guaranteed 12 attacks of 6 in a round. With 4 Huge unkillable figures, there's almost no counterplay. Something like ProfX + Cable and Deadpool on height is comparable in terms of raw dice output, but with those guys there are plenty of ways to knock them off their perches or otherwise rough them up. These guys just don't die.

I am worried about that as well. If need be, the first tweak will limit the marker placement to once (maybe twice) per round. Then you could kill two or three.
I think figures with good range should be able to soften them up but melee armies are going to hate them. You have AotP to thank for the mechanic. |

Head markers.
C3G can be played with official Heroscape, but it's not recommended.
