If we do decide to keep this power, I would suggest lowering the range of Turtle Power to 3 spaces to compensate. A straight line of turtles would still all benefit from Turtle Power at three spaces.

TURTLE RAGE
When a figure you control with the Turtle Power special power is destroyed, place that figure on this card. Add 1 to Raphael's attack and subtract 1 to Raphael's defense for each figure on this card.

TURTLE POWER
You may add 1 to Raphael's attack and defense for each other figure you control that is within 3 clear sight spaces of Raphael and has the Turtle Power special power on its card.

SHELL SHOCK (I don't think this power name reflects what this power does)
When rolling defense dice against a normal attack from an adjacent attacking figure, all excess shields count as unblockable hits on the attacking figure. If you roll at least one excess shield during Shell Shock, you may immediately move Raphael up to 2 spaces. Raphael never takes leaving engagement attacks and may move through figures whenever he moves.

For Turtle Rage how about an extra attack instead of an extra attack die? And maybe limit it to a max of three attacks? He will have Defense 0 with all three brothers destroyed.

So one destroyed, two attacks of 4. Two destroyed would be 3 attacks of 3.
Three = 3 or 4 attacks of 2.

This might put too big of a target on him though.

Should we get rid of the reduced defense? I could see Raphael becoming more reckless as his rage increases.

Perhaps limit that so he has a Defense of 1 at least.
This adds some extra text though. Your approach is much more eloquent.
I could go either way but it would be nice if one of the Turtles had a multi-attack ability. Perhaps Mikey could get one instead.

Well, Raph certainly can't go running around with 0 defense. Perhaps we could up his defense to 4, so that he gets minimum of 1? Mikey would be the best candidate for double attack, so what about this for Raph.

RECKLESS ASSAULT 3

If Raphael attacks a figure, and he deals 1 or more wounds, he may attack that figure again. Raphael may only attack the same figure with Reckless Assault 3 up to 3 times.

I was thinking Ninja Turtle Training.

If you are going with a totally new power I would rather see a berserker power that has the chance to force him to attack his friends. Perhaps something that forces him to attack all adjacent figures.

BERSERK
Before attacking roll a 20 sided die. On a result of 14 or less, attack normally. On a result of 15 or more you must attack all adjacent figures.
