I do think this faction is running into a design element where the SAs are consistently better than the normal attacks. Which isn't a problem per se, but it's something worth noting as it's pretty abnormal.

I'm not sure I totally agree there. The team is as follows currently:
1. Charlie has a SA but its once a round and you'd much rather have in engaged attacking with his normal attack.
2. Yondu has no SA, he has a once a round Special Power that is very swingy.
3. Nikki currently has no SA, but a potentially too powerful normal attack outside the Guardians.
4. Marty definitely will be SA oriented but its limited to non-adjacent attacks. I would consider dropping his SA for a normal attack/special power, if it's an issue.
5. Vance has a Special Attack that will be used often but its the characters main attack thematically

I feel like its going to be pretty balanced.
