I just looked at the PDF for SOTM and cannot find the term "passing swipe". Perhaps it was removed.

IMO, I think it is a variation of disengagement. I see it as engaging and disengaging a figure in one turn, not engaging one turn and then disengaging a seperate turn.

It kind of makes sense though, you're passing someone and they swipe at you, not stopping next to them.

So? They're one and the same, they just have different names. To "pass by" someone, you have to fist move next to them (becoming engaged), then move away (disengaging). You can call either situation by either name, they're the exact same thing.
