I'd probably do 1 and then a more popular one like 10.

Start with the 1st and you can add Regeneration into the others.
A lunchbox Doctor feels pointless to me.
The problem though is if you go with your 'spirit' idea for the 1st, you still do not have another Doctor to test it.

Since Tornado mentioned it, here's my 1st Doctor, adapted a bit.

NAME = THE DOCTOR
SECRET IDENTITY = N/A

SPECIES = TIME LORD
UNIQUENESS = UNIQUE HERO
CLASS = WANDERER
PERSONALITY = GRANDFATHERLY?

SIZE/HEIGHT = MEDIUM 5

LIFE = 4

MOVE = 4
RANGE = 1
ATTACK = 3
DEFENSE = 3

POINTS = ???

THE FIRST
When the Doctor is destroyed, you may place this figure on the card of any other Doctor figure you control. Anytime that figure or an adjacent, friendly figure is attacked by an opponent's figure and at least 1 skull is rolled, instead of rolling defense dice normally, you may remove the Doctor from that figure’s card and ignore that attack.

WEARING A BIT THIN/DELICATE HEALTH
At the end of each round, if this card has any wound markers on it, roll a single attack die. If a skull is rolled, place one wound marker on this card.

I do think he needs another special power to make him feel more complete. Tornado suggested before having something to represent him having one of the largest companion teams, maybe some way to make him a small OM hub? Other ideas could be something to represent his wisdom or his more mischievous side. He also might need Regeneration, depending on the direction that ends up going.

He is going to suffer from the same problem, you cannot test his main power.
Not sure how to resolve this without running two at a time.

Some sort of 'Follow Me' power would be cool. Not sure how to go about that as I would prefer if it only worked on 'weaker' figures. Would be the the perfect power to include some sort of point restriction.

Not sure I'm seeing the reason or theme behind The First.

Surely this kind of problem has come up before, right? How has it been handled?

Yeah that would be really nice. He's not really a leader, his companions just tend to follow him because he seems to know what he's talking about, and because he has the keys to the ride.

The theme is having One's experiences be able to help the Doctor in the rest of his lives. I like the idea of having some sort of power that shows the "legacy" he left behind. It also kind of mirrors the multi-Doctor specials where One is given the role as an elder statesman giving the "younger" Doctors advice, even if they were technically older and more experienced than him.

You would have to watch the series to understand the theme Karat.
Basically they would have 'crossover' episodes where they would bring back previous incarnations and they would work together to overcome a problem.
In the classic Three Doctors, the first was only able to communicate with them and not able to materialize. The second and third Doctors held the first in the utmost respect.

On another note, I believe no design has ever been tested without testing all the powers. The only solution is either change the powers or run two at a time, which I am not sure you could get approval for at this point.

I really think you can do a stand alone for First and then build synergy starting with Second.

Yeah, it's a bit of an abstractified version of that idea.

Well that's a bummer. I completely understand the reasoning, but that also probably means I'd have to sacrifice a power I think is cool in order to get it made.

I'm hoping you're saying the balance situation is crappy, not my design. If so, yeah I like the power, but I understand why it is like it is. It's not like that's the only direction for the character. If we can brainstorm some other powers that fit him I can just keep The First on my own personal card, no problem. Thank you though!
