Style question. Should AB SA say “up to 8,” rather than “up to a max of 8?” I’m looking at how markers are described in JL faction powers.

I don't think that's correct. JL was changed to the current wording as Max isn't needed there... "Up to" means to that number an no more.

I only remember this because I had to update so many cards.
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.

I think it's a bit of apples and oranges. JL is a single placement whereas this is something you can do every turn. I like the extra clarification "max" provides here, but I think it's unnecessary on JL where you're only doing the single placement.

TLDR: I favor keeping JL and here both as is.
C3G can be played with official Heroscape, but it's not recommended.
