To business most directly at hand, that line should come off Rusting, right? Since it's redundant with our ruling.
C3G can be played with official Heroscape, but it's not recommended.

I'm not sure. Right now, it prevents him from rusting if he is removed from the battlefield by someone like Cloak or Brainiac.

It's actually serving that role redundantly. The C3G Ruling (linked a few posts before this) establishes that if a figure is not on the battlefield, their special powers are not in effect, unless explicitly stated otherwise. So he's prevented from rusting if he's removed from the battlefield by someone like Cloak or Brainiac whether that text is in the power or not.

Given that, it makes sense to remove it, IMO.
