Yeah... when Kaemon Awa can, with a bow and arrow, perform the exact same attack at the exact same power that Q10 can with high-tech rockets, this seems a bit like an odd criticism.

Crossbows are pretty wicked. Though Atlaga's looks like a smaller variety. I suppose his bolts could all be magical.

Crossbows are pretty deadly, but there's, you know, a reason that military forces stopped using them as gunpowder became dominant. Given that a modern day pistol could probably outperform a crossbow in any logical world, I have no issues with a potentially experimental futuristic sci-fi pistol being as good as a small crossbow.
Tbh, Heroscape's logic falls apart when you start comparing different units' weapons technology and realise that there's no way those Romans are going to be achieving anything against Soulborgs, it's just the kind of thing you have to run with.

Unless you factor in magic. Considering the immense power of Witherbolt, it is obviously magic or poison and his other bolts could be using a lesser version.

Good point, I would chalk that up to expert marksmanship.
In my RPG I would consider him an Assassin who gets a critical bonus on every strike.
