WARNING SHOTS
When an enemy first moves onto a space within 4 clear spaces of Punisher during an opponent’s turn, if that figure does not end its movement, roll 1 damage die against that figure.

We learned in a free for all game that the above ability was unclear when it triggers.

I'd suggest changing the mechanics slightly to make it clear when it triggers by giving a once per turn limit. (Could instead do a once per enemy activation limit if once per turn is too limiting.) That also limits how much cheese you can pull with it.

You can also cut a couple words out of Relentless Punishment while we're under the hood.

RELENTLESS PUNISHMENT
Once per turn, instead of using an attack phase with a Unique Hero ally that is a Crime Fighter, Fighter, or in the Marvel Knights faction, you may maneuver Punisher up to 3 spaces and he gains an attack action.

It'd need to be "Once per enemy activation" so you can't throw people into it on your turn, but I like that too.
