I think it'd be cool if they both had the same client, like Matt and Foggy both bumbling after Thing and Matt trying not to blow his cover.

How about for every unrevealed OM on the Client's Card add 1 to initiative? Then possibly make Foggy's Professional Referral a once per round power without the X?

How about this:

NELSON AND MURDOCK
At the start of the game you may choose one Unique Hero you control to be Foggy Nelson's Client. If the chosen figure has also been chosen as Matt Murdock's Client, at the start of each round, you may add 1 to your initiative roll for each unrevealed Order Marker on the Client's card.

On the “competing strategies” thing with the X reveal, I think that makes thematic sense, but I would keep a special eye on how it feels during playtesting. 1,000 designs in, we’ve often found that kind of mechanical clash between 2 units that are supposed to work this tightly together just makes the player want to not draft them together.

And to eliminate competition over the X:

PROFESSIONAL REFERRAL
Once per round, after revealing an Order Marker on the Army Card of a Client figure you control, instead of attacking with that figure, you may take an immediate turn with any Unique Vigilante, Crime Fighter, or Fighter figure you control. You may not take any additional turns with other figures you control.

An alternate idea I had, just tossing it out there to see how you like it.

PROFESSIONAL REFERRAL
After taking a turn with Foggy Nelson’s Client, if it is engaged, you may take a turn with a Crime Fighter, Fighter, or Vigilante Hero you control. During this turn that figure may only attack a figure engaged with the Client. After using this special power, you may not take a turn with any other figures.

I like that mechanic wise, with the engagement as a trigger for the bonding, but I would prefer to stay away from a full turn bond and keep it as an exchange of an attack phase for a full turn as it keeps him powered down and the word referral fits better with the idea of sending out or trading out one action for another.

I feel like it's that he's defending someone by doing some investigations with Matt and discovering who's really guilty and/or knows something and trying to get them to turn themselves in, and when they don't, there's a warrant for them.

Looks good mechanically. Probably some wording tweaks that can be made here and there in final editing. For the last power, I'd just say "Client" rather than "Client figure."
