Clear Sight to Sir Gilbert definition-Is the flag enough?

If Gilbert himself can only be seen by his flag (say he is behind a tree or ice mountain), can his movement power work on your character within 8 spaces?

This came up on a game last night. Some thought you only needed to see any piece of his flag or body, others thought only the body.

Any explanation to what the rule means and why would be great.
