The arena in which the quarter quell games are held. It's round, with twelve pie-shaped sections. The contestants figure out that the arena operates like a clock, with each section going "active" on the hour, moving clockwise around the arena. ("Tick tock.") But I agree they've added markings to also make it look like a scope.
