At least I know the intent now, and we can always work on wording after!

That's kind of what I assumed at first, but wasn't sure about the flat aspect (So to be absolutely clear, he cannot choose terrain for that power if the map is totally flat then, correct?)

That sounds right. You'd move the figure towards the nearest DO or figure.

I'm not really sure. Definitely something to look into, and losing terrain changes wouldn't break my heart as the really thematic ones are like cliffs and such.

Move the chosen figure up to 3 spaces and adjacent to the nearest figure, obstacle, or elevation change (Elevated terrain piece)?

Elevation change could work. We have used it before. Might need a minimum elevation change, but definitely has potential.

Elevation change higher than that figure's height, maybe? I think going with figure or obstacle would be cleaner, though, and just about as common (as not too many people on competitive maps screwing over ground pounders with huge elevation changes like that).

For sure. I just want to make sure the Fortress walls get included.

Hmm .... I think a column of the fortress would count as an obstacle, but I'm not 100% on that.

We haven't made the columns DOs cause it would be too hard to separate them in the middle of a game on most maps.
