No? He's the same person though is what I'm saying. So like a lunchbox Steppenwolf could pull from both eras, but also if you had one inspired by his time taking over Earth 2 and one based on more Earth Prime combat, neither should get a crossover symbol. Like, Batman wore a different outfit in Justice League compared to his solo for a while, but he was still Batman.

Unless he's carrying an axe and you call it a sword or vice versa lol.

Doesn't feel like a very active Leader. He could chill in the back a while, and that's borderline encouraged with the resurrection power to not bring him out till you have some Paras to bring back. Doesn't feel like his kind of Leadership.

If we want him front lines, we could do something like this:

APOKOLIPTIAN TROOP MOVEMENT
Instead of moving normally with Steppenwolf, if he is engaged, you may move up to 6 Common Parademon figures you control, then attack with up to 2 Common Parademon figures you control.

Instead of moving normally with Steppenwolf, you may move up to 6 Common Parademon figures you control, then if he is engaged, attack with up to X Common Parademon figures you control, where X is the number of figures Steppenwolf is engaged with.

So he CAN play more passively, but really rewards being more and more aggressive with him.

I've been thinking on this. I liked your original direction slightly better. What if we worked it like so?

ELECTRO AXE INFECTION
Instead of attacking with Steppenwolf, you may choose any enemy figures within X spaces of him where X = the number of Wound Markers on this card. One at a time, rRoll an unblockable attack die against eachthe chosen figure. If you roll a skull, you may choose a different figure for Electro Axe Infection. You may continue to choose a different figure for Electro Axe Infection until you do not roll a skull. After destroying a figure with this special power, you may immediately place a Common Parademon in your army on the space that figure occupied.

It's almost identical with the difference being that you have to inflict a wound to spread it. Makes it a bit like Heatvision but with your resurrection mechanic (which is too good and themey to lose!). Just spitballing though so take it or leave it.

After Steppenwolf receives one or more wounds from an enemy figure, you may immediately roll a number of combat dice equal to the number of Wound Markers on this card. For each skull rolled this way, you may place a previously destroyed Common Parademon figure in your Army on an empty space in your Start Zone.

SUPER STRENGTH

That should encourage you to run out a couple of Parademons, but then quickly get him in the mix so you can attack with the Parademons and him. You're also encouraged to run him with Darkseid (II) so Parademons can be killed before him more reliably.
