Yes, you are at -1 in that case, but no, after completion you would have 2. You receive 3 points 1 of which cancels your -1 bringing up to a grand total of 2.

That said, you can just track it on your own for now - tracking it formally only matters if/when you're asked to become an Ally (and accept, of course).
C3G can be played with official Heroscape, but it's not recommended.
