I also like the play testing sheet, I feel it covers all the things that make a good, fun, and/or competitive map. I will get started building soon enough

5. Reviews on maps will be public with status and results presented.
6. Maps that receive a super-majority of 75% (currently 6 out of a possible 7) of the Council will be formatted and given the Battlefields of Star Wars Scape Seal of Approval. Judges may abstain from a vote on a particular map, thereby reducing the total number of votes needed for acceptance.

SECTION 3: Self-governance
1. The Council will contain seven judges. The current judges are: Yodaking, Koolster25, Karat, TREX, Heroscaper2010, Ninja Status, Danieloche
2. Judges will maintain their position unless:
a) They are not heard from by fellow judges on the official non-official Heroscape web site for a period of 31 days, or
b) They abstain for a total of three months or for three consecutive maps under review, whichever comes later.
3. If a vacancy on the council occurs, judges will be replaced by those who:
a) show interest in serving, and
b) after consideration of the sitting judges receive 75 % vote of approval. Voting and discussion of a replacement judge may occur in private.
4. Judges will not be allowed to vote on their own maps. During the judging of their own maps their vote will be considered an abstention for the percentages needed to both playtest and approve the map. Their vote will NOT be counted as an abstention for purposes of the "three consecutive maps" criteria in Section 3-2-b.
5. These by-laws may be changed and amended at any time by a 75 % vote of sitting judges.
How do we feel about these? The only thing I saw that might need to be changed is the 6 out of 7 judges. Since we are allowing public playtesting, I don't think we need that many. But maybe keep the 75% of the judges that do playtest must approve?

And maybe something in section 2 should mention the maptesting form.

How do we feel about these? The only thing I saw that might need to be changed is the 6 out of 7 judges. Since we are allowing public playtesting, I don't think we need that many. But maybe keep the 75% of the judges that do playtest must approve?

And maybe something in section 2 should mention the maptesting form.
The bolded parts are the parts that I believe need either amending or further clarification. As to the first bolded section, this is contradictory to a previous statement and needs to be changed to something along the lines of: In order to be able to be a Lead Designer of a map, you must be approved by a super majority vote, 75%, of sitting judges.

As to the second bolded part above we need to set a time constraint so as to not be waiting on one or two votes and bogging down the process

I think we need to define the different roles. For example:

BoSS member - LD, vote,
Playtester - test, feedback

Do the playtesters have a say in anything other than voicing an opinion? If we are allowing public playtesting do all the BoSS members still need to play on the map?

Also, earlier the maptestng form and a requirement of 1 BoSS member to physically build the map using the instructions was mentioned. That should be added somewhere.
@Karat what all needs to be accomplished in that time block? I think we should be clearer on that first.

I think just a defined limit on how long each vote will be open before needing to be revoted on, like 48 hours or something.

Generally if someone does not vote in 48 hours it is considered an abstain when the vote is called and tallied. I'd extend the vote to 72 hours to give people a little more time to pop in and see a vote has been called, then drop the revote part.
