Could do something like count blanks as skulls vs. any figure without SS. That would help vs. common and unique alike.

The printed attack number is a nice and unambiguous thing. Much prefer that option to number of attack dice rolled.
The alternate direction is nice too. |

Might even riff off of Brutal Double Attack and make it so if he wounds anyone they take an additional wound but get that bonus against no SS figures.

Not my cup of tea. Makes it so an expensive and 'strong' or 'tough' 1 life squad figure like the Lex Corp Security is treated as weak and easily bullied by him, which feels off. Just because Superman, Thor, or the Hulk have been put through the ringer by others and is down to their last life, Crossbones shouldn't suddenly be more likely to wound them.

Okay, this'd be my take:
BRUTALITY When Crossbones attacks an adjacent figure, if he rolls more attack dice than the defending figure would roll defence dice, the defending figure rolls one fewer die. *********** Feels thematic, encourages claiming height. Bit of a 'rich get richer' effect, but that's basically the point. Likes Cap and Star-Lord, but his other, important power likes stat-boosters as well, so as Soundwarp said, that's much of a muchness, and he primarily wants OM managers over them anyway. One other thing I like about this affect is that Captain America's a bit of a low-key counter to it - by boosting his fellows' defence, he'll make it so they're less likely to be bullied and beaten down by this chap, which feels really thematic to me. Also a fairly minor effect that should be easy to reuse, while also naturally scaling with the power level of whoever it's reused on (if a god-level bruiser is given this, he should be able to bully stronger figures than Crossbones can). It's still probably not going to make you want to close into melee 90% of the time - Trigger Man's too good to outmatch this - but there will be times. It'll particularly be nice for catching figures with Acrobatic Manoeuver, which I like, annoying little crapstains. |

At first glance that seems okay to me. I'd just reword it a bit so that its the defending figure that is comparing the dice. I think that way it would be clearer that She-Hulk gets to add def. dice based on att. skulls rolled before seeing if she loses a die.
BRUTALITY When Crossbones attacks an adjacent figure, if the defending figure would roll fewer defense dice than Crossbones rolled attack dice, the defending figure rolls one fewer defense die. |
