Well, 1 nomination per poster limits us to ~10 nominations, if heroes don't nominate. Then let's say the minimum is 3 nominations, likely very very few designs will get 3 nominations. Maybe a minimum of 3 nominations (maybe 4?) and every poster can nominate just 2 designs.

Well no reason Heroes and even non-members can't nominate if they like, IMO. We could always do one nomination and a minimum of 2 nominations to vote on it.
Or your way could work also. As long as we have a clear direction, I'm happy.
C3G can be played with official Heroscape, but it's not recommended.

OK, here's how I think it's supposed to go. We all nominate what we like. Then I put up a poll of all the nominations and we all vote for who like best. Then the top vote-getter gets to be the next design!

However, Heroes will always have veto power. And they are allowed to nominate and vote just like everyone else.

Works for me. There are probably going to be a ton of nominations to vote through, but if you can keep up with it, no worries!

Looks like a poll can have a maximum of 10 so we'll need to take the top 10 nominations. Also, please link to what you're nominating!
