No water tiles on water tiles!
So other than the fact that water doesn't add height, is there any reason I can give my prick of a neighbor not to build water tiles on top of water tiles? He can stack 3 water tiles on top of one another to where it looks like the water is higher than an adjacent land hex that it's actually lower than. Extremely annoying. Is there any kind of official rule on this or do I just have to just tolerate this clown if we need another player? Maybe I'll just ban his terrain so he has no say...

I figure that every 2 stacked half-height tiles (water, swamp water, ice, lava) count as 1 full-height tile. Thus, 5 half-height tiles stacked up would be equivalent to 2 full-height tiles and the 1 remaining doesn't count for height.

It says in the rulebook you can only put on tiles over tiles with a hex interlock.
