That Gravity Beam SA sounds neat. I think you can drop the "each figure defends separately" as we've determined that's by default how things work logistically.

As for what to do with Winged Hurricane, looking at his abilities, here's some other options:

HURRICANE WINDS
All other figures subtract 2 from their Move number, to a minimum of 1.

GOLDEN ENERGY SHIELD
When rolling defense dice against an attack from a non-adjacent figure, add 3 to King Godorah's Defense number, and all excess shields count as unblockable hits on the attacking figure.

WING LIGHTNING BOLTS
Once per round, instead of attacking, you may roll 6 combat dice. For each skull rolled, choose a figure within 6 clear sight spaces of King Ghidorah to receive a wound. You may not choose the same figure more than once, unless that figure is huge.

THREE HEADED MONSTER

After using this special attack, for each destructible object destroyed in that attack, each defending figure receives an additional wound. Ghidorah is not affected by this special attack.

The special attack probably wants to specify "each figure adjacent to the chosen figure" just so it's clear you don't mean adjacent to Ghidorah.

As written it's instead of the attack phase, since it says "attacking" rather than "an attack."
