Honestly I’ve been mostly mobile posting this past week and that makes me hard to judge card space. I’ll take a closer look at wording tonight and see how close we are and provide a vote

PIRATE CODE
At the start of the game, you may choose a Unique Hero you control without the Super Strength special power. For the remainder of the game, that figure has the class of Pirate instead of what is listed on its card. After revealing an Order Marker on this card and taking a turn with Yondu, if he did not inflict a wound, move an Order Marker from this card to another Pirate Army Card you control. For each wound he inflicted on an enemy figure you may either:
• move and attack with a Common Pirate you control; or
• move or attack with a Unique Pirate Hero you control.

I think wording Pirate Code roughly like this helps get you there. I don't understand the them of an opponent choosing anyways. You could even do something like this so show his chosen ward betraying him which is probably more thematic than essentially a random choice:

But what would you do if you didn't recruit anyone?

I could see running Yondu, Raza, Korvus, Venom Pigeon, Orion Arm Ravagers x3 for 1000pts and not recruiting Venom which would be an advantage.

Then you could use his single attack of 4 unrestricted and not get the bonus of brining in an out of faction Pirate. Feels like a wash?

But you are getting the bonus bonding turns for wounds, but no penalties for not wounding. I feel like that's the opposing power/bigger issue, or am I wrong?

It might be a slight upgrade but:

1. It's far from guaranteed that you'll regularly be wounding with 4 attack
2. Your turn bonding is, IMO, significantly weakened by only having our current grouping of Pirates around.
