I don't *think* Ollie wrote any unreleased bios. As PK said, he often drafted the blurbs in the release information. We have some dusty old unreleased bios, but they are not - IMHO, as an editor (lower case "editor," not a member of the Editing Department) - suitable for release. Ollie did not write any of them.

Should we “claim” which units were writing for? Maybe not allow more than 2-3 submissions per unit so we can get lots done? Cause this could be a fail if like 10 people all wrote for the same 1 Hero right?

I think if there's a group of people who wish to unofficially claim different units, that might be better organized in a different thread.

Also, I anticipate any would-be winner would be comfortable with working with editors, once his or her bio is accepted. As I hinted above. As any serious writer knows, editing is part of the process.
