Yea I get not wanting to have a super specific glyph that's only tied to this dude but, it's kinda Pennywise's thing. I'm okay with it.
I think in general, when you think of a haunted red balloon, you think Pennywise anyway right? Also, just a thought, maybe add DOs to that Immunities list on the balloon? |

Could also call it "Glyph of Horrific Illusion" or something like that, with the Balloon being the pic on the glyph. That way it's slightly more general, while still clearly Pennywise's thing. Then the general debuff makes sense as it could be any random horrific illusion throwing people off their game.

I'd go with something like GLYPH OF HAUNTED BALLOON and just make it a straight up -4 to D20 rolls (I'd even be fine with -6, honestly, if we're not bothered by his cost going up). That way it's completely playable without Pennywise and streamlines things here quite a bit while still being a great combination with him.
I dig the power set in the SP overall and how you got here. I'd argue it's just maybe a hair too complex with all the calculations, though, which is why I like streamlining the glyph with the above suggestion. C3G can be played with official Heroscape, but it's not recommended.

A straight -4 would prob. be fine. Anything beyond would be pretty brutal to certain units.

Sure, but that's why I said if we don't mind his power level going up. The 2 space restriction means that in a glyph pool it's not so bad, as you're not going to be able to move it around or anything. But, yeah, straight up -4 works for me and streamlines stuff a bit while also making the glyph make more sense in a glyph pool (which is something I'm starting to care more and more about as I get into the map building side of things).
C3G can be played with official Heroscape, but it's not recommended.

Would -3 id the glyph is unoccupied/-5 if Pennywise is standing on the glyph (holding the balloon) be a viable option at all?

I'd prob. go -3/-6 with that approach.
If we want to cut down on math, we could then eliminate them adding their remaining Life number to the roll, and then change the trigger to 3 or lower(effectively a 6/9 or lower). |
