Yeah, it just seems like having four different things going on is a bit much ... I think the "blank" still represents the explosive power of the attack.
As much as I'd love to get another hero at 200 points besides Batman, I doubt this guy is worth more than Punisher as is. C3G can be played with official Heroscape, but it's not recommended.
