Just because he is in development, does not mean that he is going to be released any time soon. The C3V's "it's done when it's done" time frame means that we really don't know if he'll be released soon or not.

Almost exact. It's a tiny bit shorter than the official fire elemental, but not enough that it would be apparent in gameplay, I don't think - probably not even a full hex.
