It weakens him a hair, it was somewhat potent combo but not overpowered in my tests. Is it enough to require a point drop I'm not sure, but I might edge down 5 points if you make that change.

Sorry that I am late to the party, but I was away at camp last week. Who said that Taskmaster was better than Cap? He was seen even as a low-rent Cap by our government, when he was asked to train Johnnie Walker to use the shield and fight like Cap. Taskmaster is better than JW Captain America, but he has legit SS, whereas Captain America SR is 100% best Human level. Taskmaster is only human as well. IMExperience, Tasky should not be able to shrug off a SS punch. I liked the limit, but I also am OK with a higher base and a lower addition, makes him more consistent and less swingy.
