If you can’t use what you roll, you don’t do anything.

Yeah, that's what should change. We still had Godzilla make a normal attack but it would have helped if he could have used another power instead.

If we want to do it that way, we should scrap the combat die mechanic altogether. Part of the idea of the randomization is sometimes he’ll do something suboptimal.

Why scrap it? You still do suboptimal stuff. You just don't get to do nothing if some counter is in play stopping you from doing it.

How many counters are there to his moving? Hot rolling Graviton and Jean Grey. Anybody else? And he should still attack with his attack of 6, he just doesn't get the +4 bonus.

If it really feels like a problem, can stick a clause in the middle power that if he can't move, change to a skull, but I worry that the card gets really over complicated and messy if we chase down every corner case. I think it's worth getting in a game without a movement stopper (and there really aren't many figures that can legally stop his movement) and seeing how you feel about him.

Why are you focusing on stopping movement?
I'm looking at the bigger picture where any power on any card might not be able to happen. In that case, I think it's a good idea to have a procedure (like if a power that you rolled to activate cannot be used, use the most common power that can be used). |

Can you give an example of what it'd look like for a non-movement power to be not able to happen?
I was focusing on stopping movement because I thought you were just giving feedback on Godzilla specifically with that point, not the rules system overall. C3G can be played with official Heroscape, but it's not recommended.

Anyone with a once per game power. Once it's used, they should still use their other powers if the used power is rolled.

I probably wouldn't make a Villain card with a once per turn power or recommend it. And if someone did, hopefully there would be something built into the card to handle it. I'm not sure that's something the full rules set needs to address.

Like what sort of rules text would you want to see? I can't think of anything that would specify what you're talking about without opening things up to a host of interpretation issues.
