He's uncommon. The idea is to be able to draft multiple of him for the multiple iterations that could appear of him across the timestream.

So really its just the fact that I don't even have the Fantastic Four, so haven't played their army, and thus can't remotely remember anything about their power. Because I do generally remember the Uncommon = Unique thing, outside of the occasional embarrassing brainfart moment like now.

Anyway with a class like

TIME ARC MASTERY
Start the game with only one Timewalker on the battlefield. Instead of taking a turn with a Timewalker you control, if you control at least one Timewalker not on the battlefield, you may place it on an empty space within 6 clear sight spaces of this Timewalker and take take a turn with that figure. After taking a turn with Time Arc Mastery, you may place any other Timewalker you control on its card. Figures removed in this way will not take any leaving engagement attacks.

BREAKING HISTORY
Once per game, when placing a Timewalker with Time Arc mastery, you may select one previously destroyed Hero in your army. Place or remove Wound Markers until the Hero has up to 2 Life remaining, then place it on an empty space adjacent to the placed Timewalker. After taking a turn with that Timewalker, you may take an immediate turn with the destroyed figure, and you may not take additional turns with any other figures.

Would probably want him to come in under 200. Too high and drafting multiples of him at once would feel off.

Here's some initial thoughts on Rai:

DOUBLE ATTACK
When Rai attacks, he may attack one additional time.

CLOSE COMBAT EXPERT
When attacking an opponent's adjacent figure with a normal attack, add one automatic skull to whatever is rolled. When defending against a normal attack from an adjacent figure, add one automatic shield to whatever is rolled.

Would it make sense to give him Counterstrike in some way? Also should he take LEAs when moving with Protector?

Given the honor-bound nature of the Rais, I think I'd actually rather make the ability be conditional on him being unengaged. He's not the type to run from a fight, and the power is meant to be more for hunting down foes. Maybe its better if it doesn't require an X but does require being unengaged and moving into engagement? On some maps though it'd probably turn into essentially his normal manner of moving.

I thought about Counterstrike, but four powers felt excessive. Is there a version of Close Combat that incorporates counterstrike that I can't think of?

I also considered swapping double attack for a Special Attack like Conan's.

If you give him either Counterstrike or Master Martial Artist he'll be an absolutely killer melee fighter, and that's definitely something that would be cool to see personally

What about something like this? Plays homage to one arc of Rai where he was basically running around trying to fight multiple issues across sectors of New Japan that were happening like one after the other. The idea is that he could warp and attack a second unit with his double attack if his first killed the target.

This would be a fun combo.

MASTER MARTIAL ARTIST
When attacking an opponent's adjacent figure with a normal attack, add one automatic skull to whatever is rolled. When defending against a normal attack from an adjacent figure, add one automatic shield to whatever is rolled, and all excess shields count as unblockable hits on the attacking figure.

SWORDPLAY

If Rai attacks an adjacent figure with his normal attack and at least one skull is rolled, he may attack an adjacent figure again. He may continue attacking adjacent figures, rolling 1 fewer attack die for each subsequent attack, until you fail to roll a skull.
